Southwest Energy Efficiency Project (SWEEP)

SWEEP is seeking either a Program Associate or a Senior Associate to work on energy efficiency in transportation. Location is either in Boulder, Colorado or elsewhere in the southwest region. Responsibilities include:

Ø Develop and advocate state policies for increasing energy efficiency in the transportation sector including regulatory, incentive, and educational policies;

Ø Analyze the potential energy savings, costs, and benefits of policies and programs for increasing energy efficiency in transportation;

Ø Interact with state officials, businesses, and other public interest groups active in the transportation area;

Ø Keep abreast of new and emerging energy efficiency technologies in the transportation area;

Ø Conduct outreach to raise awareness of these energy efficiency opportunities.

The Program Associate or Senior Associate will carry out these activities in conjunction with other SWEEP staff and our state representatives.

Qualifications: Applicants should have experience working on energy efficiency in the transportation sector. Familiarity with options for increasing vehicle fuel efficiency is especially helpful. Masters degree plus at least three years of experience or Bachelors degree plus at least five years of experience. Strong analytical and communications skills, ability to work independently, and a personal commitment to a cleaner environment and more sustainable future. Experience working for a non-profit organization is also a plus.

Wake County is a rapidly urbanizing county located in central North Carolina. It is the second most populous county in the state: its 2007 resident population exceeded 830,000 – an increase of over 205,000 residents since the April 1, 2000 Census count. In light of the unprecedented growth in Wake County – on average 106 new people established roots in Wake County last year – Wake County Commissioners sought to re-engage a discussion on growth issues with elected officials of the County’s 12 municipalities and the Board of Education.

During the initial meeting of the Growth Issues Task Force, on June 19, 2008, members selected critical growth issues on which to focus their efforts, including a high quality educational system, increased mass transit opportunities, and local government joint planning and cooperation. Senior Regional Planner / Stewart Airport
Assistant Director of Land Use Advocacy

Mission of Position:
Making Stewart Airport an Asset for the Region. Scenic Hudson believes that for Stewart Airport to become an environmentally and economically sustainable regional airport, it must:

1. Respect and protect the region's natural and historic treasures. A direct mitigation program must be created to preserve vulnerable landscapes and direct new development to existing centers.
2. Function as a first-class "gateway" for visitors to the Hudson Valley - not the 4th New York City jetport.
3. Use the Port Authority's "leverage" with the communities surrounding Stewart Airport to cause them to create a coordinated economic development strategy that directs new development to the City of Newburgh and other areas with existing infrastructure.
4. Be developed with the benefit of meaningful public input.
5. Ultimately achieve the Port Authority's stated goal for Stewart to become the world's first carbon-negative airport. The goal should include on-the-ground operations and, over time, air traffic. Strategies should focus on minimizing the airport's carbon footprint and creating carbon off-sets in the region.

The Senior Regional Planner for Stewart Airport works with other Scenic Hudson staff and all stakeholders at the local, state and federal level engaged in the process of planning for the development of the airport and the surrounding region to achieve this vision. The Senior Planner conducts research, provides analysis and planning recommendations and advocates for smart growth planning and development.

The planner is part of the Land Use Advocacy staff working on developing strategies to promote the revitalization of Newburgh, New York as a byproduct of the Stewart Airport expansion. This individual undertakes projects under the direction of the Assistant Director of Land Use Advocacy.

Other Assignments:

Qualifications:
A Masters degree from an accredited university in planning, geography, transportation or a related field plus seven years experience in Urban and Regional Planning. A.I.C.P. certification is preferred. The successful candidate should have a one year in airport planning or management. Excellent verbal, written, and graphic presentation skills required. The Senior Regional and Environmental Planner should also have a working knowledge of: Graphics programs (GIS, Adobe Illustrator, and 3D programs) and be able to develop models, graphics, and maps using GIS technology. The North Carolina Physical Activity Policy Research Center (NCPAPRC)

NCPAPRC has data and faculty guidance available for an unpaid Master's paper. As part of the current year's research activity, faculty and staff affiliated with the NCPAPRC collected and rated all the pedestrian and bicycle plans in NC (~50). Special attention was paid to coordination with the transportation and land use plans, and to public participation. The Center is looking for a student interested in leading an MP on a topic using the plan quality data.

In the past, students that have written MPs with the NPAPRC have published their papers in journals.

Carolina Transportation Program
The Carolina Transportation Program ctp.unc.edu recently completed a survey of residents in 20 new urbanist and 20 conventional suburban neighborhoods spanning 15 states. We received more than 500 survey responses. The data are being entered by staff at University of Oregon. We are looking for a student interested in leading an MP examining one of the following aspects of the data:

a) Whether the number of trips, and the number of trips by mode, vary by neighborhood type (after controlling for other influences);
or
b) Whether social cohesion and willingness to intervene on behalf of the common good vary by neighborhood type (after controlling for other influences).

1. Assist with preparation of the Regional Transportation Plan (RTP) and technical reports such as the Environmental Impact Report (EIR), transportation conformity analysis, and Project Notebook for the RTP. Air quality planning related responsibilities include: prepare MTC’s transportation conformity analysis for the RTP and Transportation Improvement Program (TIP); evaluate current and proposed Transportation Control Measures (TCMs) for state and federal air quality plans; monitor changes in federal and state air quality laws and their implications for the transportation sector; research special issues such as climate change and perform technical air quality data analysis; organize and assist with MTC’s interagency conformity task force meetings; participate in Statewide Conformity Working Group meetings to review emerging air quality issues, regulations and formulate appropriate strategies to address them; present reports and analysis results to various MTC committees and explain air quality and transportation issues to external organizations and their technical and policy committees; and serve on various air quality working groups and technical committees.

3. Perform various analyses for corridor studies that MTC may conduct or be involved in from time to time to help define RTP investments.

4. Act as a liaison with one or more counties, representing MTC and explaining MTC programs and policies. Understand transportation issues and concerns of the counties assigned. Review biennial county congestion monitoring programs; participate in the development of countywide transportation plans and possibly new or extended sales tax measure expenditure plans; monitor major Congestion Management Agency-lead planning efforts and corridor studies; participate on Congestion Management Agency’s technical advisory committees as assigned.

5. Perform various planning analyses to support Planning Section functions as needed.

1. As part of the Transportation 2035 Plan, MTC seeks to make some significant strides in the areas of pricing, focused growth, climate protection, and new transportation revenues. While there will be some infrastructure investments that help us to make progress in these areas, the Transportation 2035 Plan must also lay out a number of action-oriented strategies ranging from legislative actions to policy changes to agency/individual actions that challenges “business as usual” and further advances our vision for the region’s transportation system. These actions would constitute the advocacy platform for the plan. Select one policy area – pricing, focused growth, climate protection, and new revenues – and prepare a policy brief that details an advocacy platform that the region could pursue over the next five to 10 years.
2. Fifty percent of the greenhouse gas emissions in the Bay Area are attributable to the transportation sector. The Commission has set-aside $10 million towards the 5-year implementation of an initial set of actions to be pursued jointly by the four regional agencies – MTC, Bay Area Air Quality Management District, Association of Bay Area Governments, and Bay Conservation and Development Commission. What specific actions should the region pursue to address climate change? How effective are these actions in reducing carbon dioxide emissions?
3. MTC is the lead agency on the preparation of a program-level Environmental Impact Report for the Transportation 2035 Plan. The Attorney General’s Office has informed several MPOs of the need to consider carbon dioxide emissions and the global warming impacts of implementing the RTP in the EIR. However, while there are a few advisory papers available on the topic, there are no significance criteria established for global warming impacts under CEQA. Should MTC prepare an analysis of global warming impacts in the EIR, and if so, what significance criteria, if any, should we use? If the environmental assessment found significant impacts, what mitigation measures should MTC identify in the EIR?

EMPLOYEE SELECTION PROCESS:

Assistant Program Officer Position

The Town of Southern Pines is updating its comprehensive plan, employing a process that will involve continuous and effective community participation to ensure the plan includes community supported policies and implementation actions. To that end, the Town has asked that we establish a planning “drop-in” center to encourage public access to the process and celebrate the entire planning effort. This “drop-in” center will feature a project gallery (displaying project information in visual form for community reference) and an ad hoc design studio (allowing members of the public to sketch their ideas for Southern Pines’ future). The center will also host occasional planning events to which the community will be invited during the course of the process.

Plan that includes recommendations to reduce construction, remodeling and demolition waste (CR&D) and achieve higher levels of recycling at construction projects. Position Responsibilities
The intern would be responsible for researching, updating and editing the original TI Guide. Deliverables include draft text and web links for two versions of the Guide; one condensed for printing, the other available on our website. The intern would also be responsible for providing staff support for the CR&D Technical Advisory
Committee (TAC). Tasks include scheduling meetings and preparing agendas, conducting research and developing background materials. The intern would be expected to attend the TAC meetings as well.

Description Student Position to Assist the US Geological Survey, Summer 2008

The US Geological Survey in collaboration with the NH Department of Environmental Services and Geological Survey is near completion of a series of multi-year studies to assess water demand and availability in the Seacoast region of New Hampshire. These studies have been technical in nature, and now need to be made understandable and useful by the user community. The user community includes a wide audience, but the most important users are considered to be local and regional planners and officials that are part of local government (selectmen, mayors, planning boards and conservation commission members) and regional planning commissions. These officials and planners need to be able to understand the technical aspects of the studies and how they can use the resulting data and conclusions in helping to manage current and future water supplies in the region. Other users include water utilities, water engineers and consultants, other natural resource professionals, watershed associations, and interested public.

The student will work with staff of the USGS and NHDES/NHGS to produce a informational document that will ultimately be printed and distributed to the user audience. The student is expected to complete a high-quality draft of the document by the end of their summer employment. Staff will work primarily in the USGS office in Pembroke NH, but will also spend time at NHGS offices, and will be able to work remotely as needed. The student will also visit with local and regional planning officials in the Seacoast region so that the product from this effort will be meaningful and valuable to the intended audience.

The student should have an understanding of water resource terms and issues, especially with regard to water use and ground waters. The student is expected to have good communication (vocal and

writing) skills, be able to work independently at times, as well feel comfortable working with a wide range of professionals and individuals.

The hourly salary ranges from $15.42 (GS-5, step

1) to $24.82 (GS-7, step 10) depending upon graduate degree and experience.

TITLE: Program Officer, Program on Human and Community Development

POSITION: The Foundation is seeking to fill a position in the Program on Human and Community Development for a Program Officer with training and experience in housing policy, research, and the development of communications strategies necessary to enhance the policy impact of funded activities.

The Foundation seeks a strategic thinker with a strong public policy and social science background to work in two principal areas: 1) a new affordable housing policy research initiative; and, 2) an expansion to the state and local level of an ongoing national rental preservation program known as Window of Opportunity: Preserving Affordable Rental Housing. The goal of the housing research is to improve understanding of how affordable housing contributes to individual and family advancement, and community development, while the immediate goal of Window is to help long-term housing owners purchase and maintain 300,000 existing, affordable rental homes that might otherwise deteriorate or become too expensive for low- and moderate-income households. Its larger national ambition is to stimulate public policies that enable a new generation of owners to preserve at least one million affordable rental homes in the decade ahead.

The position requires a graduate degree in a relevant field and a minimum of 5 years of experience in one or more of the following areas: affordable housing and community development, real estate finance, economics, policy analysis, research and program evaluation, organized philanthropy, and/or strategic communications. Working knowledge of government housing policies and programs, regulations and tax policies affecting affordable housing is preferred.
