GENERAL DEFINITIONS AND CONDITIONS OF WORK:
Performs difficult professional work in initiating partnerships, coordinating, and administering complicated funding packages, for the implementation of community development improvement plans, revitalization projects, historic revitalization projects, adaptive reuse projects, brownfield projects, and other special projects; does related work as required. Work is performed under the general supervision of the Director of Community Development.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Initiates partnerships, coordinates, and administers complicated funding packages, for the implementation of community development improvement plans, revitalization projects, adaptive reuse projects, brownfield projects, and other special projects;
Gathers, assimilates, interprets and analyzes a variety of data and information pertaining to community and economic development projects;
Conducts research; prepares grant applications and administers grant funding;
Prepares graphic materials; reviews site plans; maintains records and files; prepares reports;
Assists in preparation of policy papers and reports for commissions, boards, committees and elected officials;
Attends meetings of boards, commissions, committees and groups relating to community and economic development activities;
Provides staff support to the Historic Preservation Commission and the Appearance Commission and assists other boards, commissions, committees, citizen groups, and elected officials.
Coordinates compliance with ordinance and code provisions for land developers, architects, engineers working on community development projects;
Makes site inspections as needed;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of community development activities and their relation to urban planning, housing, historic preservation, and economic development;
Thorough knowledge of grants and other funding sources and ability to effectively prepare applications for funding and coordinate funding packages;
Ability to read and understand site plans, maps, and architectural designs;
Ability to gather and interpret technical and statistical information and prepare technical reports;
Ability to work with desktop publishing and graphic systems;
Ability to work with GIS mapping and database systems preferred;
Ability to establish and maintain effective working relationships with City officials, contractors, architects, land developers, associates and the general public.
Possession of an appropriate driver’s license valid in the State of North Carolina.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to a Bachelor’s degree from an accredited college or university with major course work in community and economic development, public policy, urban planning, architecture or a related field.
PHYSICAL REQUIREMENTS
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Work requires walking, talking, reaching, grasping, and fingering. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, and determining the accuracy and thoroughness of work. The worker is not subject to adverse environmental conditions.
