TITLE: Program Officer, Program on Human and Community Development

POSITION: The Foundation is seeking to fill a position in the Program on Human and Community Development for a Program Officer with training and experience in housing policy, research, and the development of communications strategies necessary to enhance the policy impact of funded activities.

The Foundation seeks a strategic thinker with a strong public policy and social science background to work in two principal areas: 1) a new affordable housing policy research initiative; and, 2) an expansion to the state and local level of an ongoing national rental preservation program known as Window of Opportunity: Preserving Affordable Rental Housing. The goal of the housing research is to improve understanding of how affordable housing contributes to individual and family advancement, and community development, while the immediate goal of Window is to help long-term housing owners purchase and maintain 300,000 existing, affordable rental homes that might otherwise deteriorate or become too expensive for low- and moderate-income households. Its larger national ambition is to stimulate public policies that enable a new generation of owners to preserve at least one million affordable rental homes in the decade ahead.

The position requires a graduate degree in a relevant field and a minimum of 5 years of experience in one or more of the following areas: affordable housing and community development, real estate finance, economics, policy analysis, research and program evaluation, organized philanthropy, and/or strategic communications. Working knowledge of government housing policies and programs, regulations and tax policies affecting affordable housing is preferred.
