CAHEC Project Development Officer

The Project Development Officer is a member of a team responsible for seeking, analyzing and admitting low-income housing tax credit and other tax credit projects to equity funds managed by CAHEC with the quality and quantity of investments that meet the underwriting and investment criteria of CAHEC and its investors. This position will analyze, evaluate, structure and formulate recommendations regarding investment in complex real estate investment transactions.

Bachelors degree in a related field such as real estate, finance, business, city planning, or economics required. Master’s degree preferred.

Minimum of 1 year experience in real estate, finance or investment modeling or advanced relevant education and training. Direct experience and knowledge of Low Income Housing Tax Credits preferred.

The position requires excellent written and verbal communication and negotiation skills.

POSITION: The Foundation is seeking to fill a position in the Program on Human and Community Development for a Program Officer with training and experience in housing policy, research, and the development of communications strategies necessary to enhance the policy impact of funded activities.

The Foundation seeks a strategic thinker with a strong public policy and social science background to work in two principal areas: 1) a new affordable housing policy research initiative; and, 2) an expansion to the state and local level of an ongoing national rental preservation program known as Window of Opportunity: Preserving Affordable Rental Housing. The goal of the housing research is to improve understanding of how affordable housing contributes to individual and family advancement, and community development, while the immediate goal of Window is to help long-term housing owners purchase and maintain 300,000 existing, affordable rental homes that might otherwise deteriorate or become too expensive for low- and moderate-income households. Its larger national ambition is to stimulate public policies that enable a new generation of owners to preserve at least one million affordable rental homes in the decade ahead.

The position requires a graduate degree in a relevant field and a minimum of 5 years of experience in one or more of the following areas: affordable housing and community development, real estate finance, economics, policy analysis, research and program evaluation, organized philanthropy, and/or strategic communications. Working knowledge of government housing policies and programs, regulations and tax policies affecting affordable housing is preferred.

Center for Housing Policy Research Associate

The Center for Housing Policy (Center) is seeking a research associate to work on innovative research and policy development focused on (a) strengthening state and local housing policies and (b) documenting the impact that affordable housing plays on such key societal outcomes as good health, improved education, and economic development.

The Center is seeking a full-time research/policy associate to play a strong substantive role in carrying out the Center’s goals. This position will report directly to the Center’s Executive Director.

Starting salary in the low 40s, depending upon experience.

Bart Harvey Fellowship

Introducing the Bart Harvey Fellowship

To be considered, applicants must have at least a master's
degree, an excellent academic record, and a demonstrated
commitment to public service.

A newly created, two-year fellowship that could be a great
opportunity for a student graduating from one of masters
programs. It is hosted by Enterprise Community Partners, one
of the nation?s leading community development organizations,
which has invested over $9 billion in the construction or
preservation of over 240,000 affordable homes.

The Harvey Fellow will carry out assignments for the CEO,
Doris Koo, chairs and senior management staff, thereby having
frequent contact with Enterprise?s top leadership.
Assignments could include the analysis of program data and
market trends to determine the impact of existing Enterprise
programs, such as equity and debt investments, supportive
housing or senior housing. The Fellow may also assist with
researching and launching innovative new products, programs
and policy initiatives.

The Fellow will be based Enterprise?s Columbia, Maryland
headquarters starting Sept. 1, 2008 and receive a salary of

RESEARCH ASSISTANT--CCC

The Center for Community Capital at the University of North Carolina-Chapel Hill seeks a graduate student research assistant to join our research team on projects related to mortgage financing, housing, community development, and wealth accumulation in underserved neighborhoods. The Center needs help with the following tasks:

1 Data Management: Importing, cleaning, and merging data; creating variables and datasets.

2 Data Analysis: Performing descriptive and inferential statistical analysis; creating tables, maps, and other output.

3 Research Summaries: Searching and reviewing literature. Producing data dictionaries, memos, and reports. Interpreting statistical findings through written summaries and oral presentations.

The Center’s research assistants have opportunities to frame research questions and present and publish findings. Completed analyses are regularly presented to the Ford Foundation, Fannie Mae, Self-Help, and the North Carolina Banking Commission.

Successful applicants will be enrolled in a Ph.D. program in economics, public policy, statistics, biostatistics, sociology, planning, psychology, or other science. The position requires statistical programming and the ability to write clearly. Incoming students and those completing methodological coursework are encouraged to apply. The position provides a competitive stipend with tuition and health insurance benefits and requires part-time work during the semester with the possibility of full-time work in the summer.

The Center for Community Capital engages in multi-disciplinary research to inform economic development policy. CAHEC Internship

The Acquisitions and Underwriting Department of Community Affordable Housing
Equity Corporation (CAHEC) is currently seeking candidates for a paid internship.
Applicants should be available to work full-time during the summer and part-time (8-12
hours per week) during the 2008-2009 school year. CAHEC is a non-profit tax-credit syndicator based in Raleigh, NC, with the mission to:
•Raise and invest equity capital in qualified low-income housing tax credit projects
and other tax credit products.
• Provide capital through a series of Community Investments which (i) empower residents, (ii) promote the development of affordable rental and ownership housing, and (iii) foster sustainability within the communities we serve. The summer intern will assist with all aspects of underwriting low-income housing tax credit and historic tax credit investments. Typical duties include financial modeling, market research, due diligence reviews and preparation of letters and reports. The intern will also visit local sites and attend meetings with investors and developers. This is a wonderful opportunity for students interested in affordable housing development and
finance. It is preferable that the intern is enrolled in or has completed PLAN 760: Real Estate
Investment and Affordable Housing.

AHA is a 15-year old organization that has developed over 600 apartments throughout Alameda and Contra Costa Counties. Current projects under construction include the first new mid-rise affordable housing building in downtown Oakland; an affordable rental co-housing project in Sebastopol, CA; and Carmen Avenue Apartments, the “greenest” affordable housing development in Alameda County. Our developments serve families, seniors, people with disabilities, and other special needs groups.

AHA is looking for a talented professional to join our team. AHA Project Managers or Senior Project Managers can expect to manage three or four housing and mixed-use developments at a time, from acquisition through construction and post-occupancy. Project Managers oversee all aspects of the development process - from funding, to receiving planning entitlements, to working with AHA’s Construction and Design Manager on architecture and construction, to working with property management to ensure long-term success of the building. This position requires strong analytical and communication skills and knowledge of real estate finance.
