Training Specialist

) is looking for a motivated individual to join our team at the NOAA Coastal Services Center (CSC) (www.csc.noaa.gov), a federal facility in Charleston, South Carolina. The NOAA CSC serves the nation's state coastal programs and others concerned with coastal zone issues and management by providing them with information, services, and technology.

The Training Specialist will support the CSC's Coastal Learning Services (CLS) program. CLS serves the nation's coastal resource managers through training workshops, professional conferences, and meeting support services. The program also provides a wide range of related consulting services on topics that include instructional design, follow up technical support on implementing skills learned via course work, and facilitation.

Duties:

  • Serves as lead and support trainer in the areas of land-use planning, and/or community resilience planning and adaptation to climate change, and other areas as assigned
  • Designs and develops new training based on CSC customer needs, conducts appropriate needs assessments
  • Evaluates effectiveness of learning activities through evaluations designed and employed to effectively highlight clear audience feedback
  • Serves as land-use and/or community resilience and climate change adaptation planning consultant, providing technical assistance for internal CSC needs and NOAA partners and customers
  • Develops network of coastal and marine education and extension partners through outreach, training, and technical assistance
  • Provide facilitation support for internal and external partners
  • Assists in program evaluation and alignment of projects to meet CSC and NOAA goals, and assists in the development and implementation of performance measures

Qualifications:

  • MS in community planning or related field, and a minimum three years directly related experience; certified community planner a plus
  • Knowledge of instructional design and training methodologies for adult learners
  • Ability to design, deliver and evaluate learning activities for the coastal management community
  • Demonstrated knowledge and skills in land-use planning, smart growth principles, and/or coastal community resilience to hazards
  • Good communication and meeting facilitation skills
  • Ability to develop and deliver effective outreach and engagement tools and approaches
  • Experience with web-based or other distance learning a plus

URBAN DESIGNER

This position will focus on preparing design guidelines; downtown, specific and area plans; and development standards for zoning ordinances. Additionally, the Urban Designer will contribute to physical planning aspects of general plans. Work will combine design and planning, and involve writing reports and plans, creating drawings and maps, facilitating community workshops, and managing project teams.

Qualifications and Experience

Candidates must have a degree in architecture, landscape architecture, or urban design, with minimum two years U.S. experience. Additional education and experience in urban planning is desirable. Contra Costa County (CA) Planner Positions

The Contra Costa County Department of Conservation and Development has an excellent career opportunity for individuals interested in a Planner II position. The Department currently has two vacancies, one each in the Solid Waste/Recycling and Water Agency Units of the Community Development Division, and both positions will be located in Martinez. If assigned to the Solid Waste/Recycling Unit, the incumbent will be responsible for various tasks related to the Department's waste reduction,
reuse, and recycling functions. Duties will include but are not limited to: oversight of the County's solid waste and recycling collection franchise agreements with several private haulers serving various unincorporated areas; oversight of existing land use permits and related implementation/mitigation monitoring programs for solid waste processing and disposal facilities located in unincorporated areas; act as project planner for land use entitlements to establish new or allow modifications to existing solid waste facilities located in unincorporated areas; assistance with development and implementation of North Richmond Waste & Recovery Mitigation Fee Expenditure Plans involving multiple strategies intended to reduce illegal dumping and blight; and assistance with implementation of waste reduction and recycling programs, including public outreach.
If assigned to the Water Agency Unit, the incumbent will be responsible for a number of tasks and programs associated with the Department's habitat conservation functions. Duties will include but are not limited to: reviewing requests by project proponents for authorization to impact endangered species habitats; assisting with land preservation, restoration and management programs; coordinating with local, state and federal agency partners on habitat conservation related issues; and tracking and monitoring conservation and development actions. Pace Univ. Energy and Climate Center--Energy Policy Analyst

Pace Univ. Energy & Climate Center (formerly Pace Energy Project) has an immediate opening for an Energy Policy Analyst at the entry level. The salary is $50,000 to $60,000 depending upon background, relevant skills and prior experience. Pace does contract research work for NYSERDA, the U.S. Dept. of Energy, and has several foundation grants. Our immediate need is for someone interested in Combined Heat and Power issues in the Northeast. I serve as the co-managing Director of the Northeast CHP Application Center, an entity funded by the U.S. Dept of Energy. Our partners in this Center are staff at UMASS/Amherst graduate school of Mechanical Engineering.

In addition to the CHP work, we are very much involved in New York State Biofuels research. We have just concluded a major study for NYSERDA in this area. This study was presented May 6^th to the Governor's Office, the Dept of Environmental Conservation, key players in the Legislature and Ag&Mkts.

Pace has a seat at the table in many important decision making venues.
We have a representative at the NY ISO (Larry DeWitt). We sit on NYSERDA Technical Advisory Committees. We are very much involved in the RGGI planning efforts. Student Position - US Geological Survey

Location New Hampshire

Description Student Position to Assist the US Geological Survey, Summer 2008

The US Geological Survey in collaboration with the NH Department of Environmental Services and Geological Survey is near completion of a series of multi-year studies to assess water demand and availability in the Seacoast region of New Hampshire. These studies have been technical in nature, and now need to be made understandable and useful by the user community. The user community includes a wide audience, but the most important users are considered to be local and regional planners and officials that are part of local government (selectmen, mayors, planning boards and conservation commission members) and regional planning commissions. These officials and planners need to be able to understand the technical aspects of the studies and how they can use the resulting data and conclusions in helping to manage current and future water supplies in the region. Other users include water utilities, water engineers and consultants, other natural resource professionals, watershed associations, and interested public.

The student will work with staff of the USGS and NHDES/NHGS to produce a informational document that will ultimately be printed and distributed to the user audience. The student is expected to complete a high-quality draft of the document by the end of their summer employment. Staff will work primarily in the USGS office in Pembroke NH, but will also spend time at NHGS offices, and will be able to work remotely as needed. The student will also visit with local and regional planning officials in the Seacoast region so that the product from this effort will be meaningful and valuable to the intended audience.

The student should have an understanding of water resource terms and issues, especially with regard to water use and ground waters. The student is expected to have good communication (vocal and

writing) skills, be able to work independently at times, as well feel comfortable working with a wide range of professionals and individuals.

The hourly salary ranges from $15.42 (GS-5, step

1) to $24.82 (GS-7, step 10) depending upon graduate degree and experience.

Watershed Restoration Summer Intern

The intern's primary responsibility will be coordinating the East Durham Riparian Buffer Restoration project. This would include:
· Supporting a stakeholder group to oversee the project
· Coordinating with stakeholders to obtain materials, labor, and guidance at appropriate intervals
· Meeting with landowners regarding the project and what it will entail for their site
· Coordinating the development of planting plans for selected sites
· Obtaining plant materials and coordinating their storage and care
· Recruiting and supervising teams of volunteers to plant trees
· Development of post-planting site maintenance plans

Another important project the intern will be responsible for is the UNRBA educational booth at the Festival for the Eno River over the Independence Day and the following weekend. The intern will coordinate the booth materials, activities, and volunteers for the Festival with support from UNRBA staff and UNRBA member staff. Some miscellaneous support for other UNRBA restoration planning projects will also be involved.

The salary will be $14/hour for undergraduate students or $17/hour for graduate students. Some nights and weekends may be necessary (in particular, July 4, 7, and 8). The start date of the internship is flexible, but no later than May 15 is preferred.
